So far as I am acquainted with the principles and doctrine of Free Masonry, I conceive it to be founded in benevo lence, and to be exercised only for the God of mankind—iI cannot, therefore, Spot this ground, withheld my approba tion of it. _ While I offer my grateful acknow ledgements for your congratulations on my late appointment, and for the favo rable sentiments you are pleased to ex press of my conduct—permit me to ob serve, that at this important and critical moment, when high and repeated indig nities have been offered to the govern ment of our country, and when the pro perty of our citizens is plundered without a prosper of redress, I conceive it to be the indispensible duty of every Ameri can, let his situation and circumstances in Fife be what they may, to come forward in support of the government of his choice, and to give all the aid in his power towards maintaining that indepen dence which we have so dearly purchased; and, under this impression, I did not he sitate to lay aside all personal considera tions, and accept my appointment. I pray you to be afsured that I receive with gratitude your kind wishes for my health and happiness, and reciprocate them with sinceritys I am. Gentlemen and Brothers. Very respectfully. AN ORDINANCE For raising a fund for whnking and keeping ‘an repair the public wells within the City, and providing for a Guard, HEREAS for the conve nience of the citizens, and the safety of property, it is an object of the first necessity to provide a “competent fund for making and keeping in repair a sufficient number of public wells in the city of Augusta; and also for providing a guard room and other necessary accom modations for the volunteer guard, which is nightly kept by the inhabitants. Be it therefore ordained by the Intendant and Members of the City Council of Au gusta, in Council assembled, end by the authority of the same, That there shall be a tax imposed of thirty cénts on every hundred dollars value of housés, lots and stock in trade, and the sum of fifty cents on each and every negro or other slave within the limits of the city of Augusta, as laid off into lots, including the addi tion to the said city, westerly as far as the Bayerdam or Campbell’s gallys to be paid by the owners thereof, their agents or attornies, in the following manner that is to say . There shall be an affefsor appointed whofs duty it shall be to make a just and accurate affessment and digest of all the property and stock in trade liddle to the city tak on the first day of January 1799) to be estimated from the best inieormation to be procured. He shall proceed to make the faid assessment on or imme diately after the faid ‘ir day of January; and make two alphabetical digests or re turns thereof to the City Council as soon as possible ; one for the inspection of all persons interested therein, and the other for the use of the collector of the faid tax . For making which faid affeffment and digests as aforesaid, the faid affeitor shall be allovied and paid the sum of forty dollars, out of the city treasery. ‘That the affeffor previous to entering on the duties of his appointment, shall take and subscribe an oath or affirmation before the Intendant or any Member of the City Council to make the said assessment fairly and impartially to the thest of his power and abilities; and where any person or persons liable to taxation shall be absent, or if present shall refuse, voluntarily to make known the amount of his, her or their stock in trade, and number of his, her or their slaves, the affifor shall be governed by the best information he can obtain from others; and where any per son or persons may conceive him or her self or themselves aggrieved by said af fessment, each person or persons, on ap plication to the council, and making the same appear, shall be redressed therein.. And be it further ordained, That fone fit person shall be appointed colléctor of the said tax, and shall be allowed for his trouble the sum of five pér centum, on the amount he o may collect and pay into the city treasury ; and before entering on the duties of said appointment, the col lector shall give bond and approved se curity in the sum of four thousand dol lars, to the satisfaction of the Intendant, or any three Members of the City Coun cil, well and faithfully to discharge the duties of said appointment, and after de duction of the commissions allowed, for collection, shall from time to time, when reasonably réquired, pay into the city treasury, all fach monies as fall by him be colleged. ‘That it shall be the duty of fach collector, besides giving notice in one or both of the Gazettes of this city, to call at the house or dwelling (if within the city) of each person named in such affilment or digest, and unless such tax be paid on or before thy fir day of Marth next, a retord fall be made of all defaulters, to the City Council, and thereupon a general execution shall be issued by the intendane or any member of the City Council, against such defaulters repectively, for the amount of his, her or their tax, with the addition of twenty five per centum, for such default. And the mode of proceeding under such exe cution {hall be the same as pointed off in the ordinance, entitled, * An ordi nance for raising a fund for improving and keeping in repair the public roads leading to the city of Augusta,” passéd on the Sth day of May, 1798.
