Included are all projects anticipated to be placed under obligation by June 30,1978, as well as revenue projections, a county-by-county listing of proposed activity, maps showing the. genera) location of the pro-r^sed improvements and sum-marytables.-. v.Included in next year’s plans, Is the paving of the 7 1/2 mile Highway 34 Expressway from near the Ponderosa Truck Stop to 1-29, west of Glenwood. Contracts totaling $1,718,000 have been awarded for spring paving of the super highway.In addition to the wcrk on new Highway 34 in the Glenwood area, the construction log list $6,000 for bridge improvements, 1 1/2 mile E. of the Missouri River, also on Highway 34, as well as, completion of the rest area buildings and well ($275,000) on I-29 northwest of Glenwood.Deferred for one year, is work on widening US 34 In Glenwood from the south city limits to Tyson Street.Director of Highways. J. R. Coupal, Jr., stated that a major concern in the preparation and review of this program has been the projection of future resources. Two basic questions,’'Coupal said, relate to the avail ability of federal funds and the continuation of the allocation of a portion of the sales tax to the state road user tax fund.It was the decision of the Commission that both state andJUULfederal revenue projections be presented conservatively. the Director of Highways continued, Therefore, the resource projection upon which this program is based assumes that only 90 per cent of anticipated federal apportionment will actually be mad^ available and that the portion of the state sales tax, formerly directed to highway purposes, will continue to be withheld from the road use tax fund. The revenue projection further assumes that the fuel and motor vehicle excise taxes collected by the state 'Will continue at the existing rates, with only normal historical growth.As a consequence of these basic decisions, as well as the continued impact of inflation and the complete utilization of the 1972 cash balances, the size cf the new construction program is reduced considerably. This reduction has caused a substantial number of projects to be deferred several months and very few new projects added.The Highway Commission noted that Southwest Iowa has been the scene of a number of myriad interstate and other highway construction projects this past year.More than $30.5 million worth of construction was under contract in 1972 in Southwest Iowa, according to the Iowa Highway Commission’s 1972 annual report with most of the funds about evenly distributed between interstate and primary highway construction.The most noteworthy project was the completion of the Interstate Highway 29 system through Iowa.
