Thin program was taken up by the commission Wednesday of lids week and accepted. While it is in line with the annexation plan or the city, yet it safeguards the interests of the valley also by providing that there shall be no vote on annexation until the city votes the bonds to build the main trunk lines. At a meEtlog of the commission, held Tuesday, Mr. Monnette, one of the body, was instructed to draw resolutions recommending to the city council that immediate steps be taken for holding a bond election to raise $1,000,000 to build the trunk lines through the Sau Fernanda Valley.The program prcseutcd by the valley committee follows:The Program (1.) The people of the Sac Fernando Valley who desire to secure the use of the city water, shall outline the boundaries of an irrigation district to be organized under the SJieuk Act (2.) l'lans, specifications and estimates necessary to ho preparer! as a foundation for the formnlinn of the district, and for the issuance of district bonds to defray the cost of the distributing system of said district, shall be prepared by the Public Service Commission under the supervision of William Mulbollaud, and be approved by the district.(»■) The organization of the pro-u.ifeuilUJ UIOL1UL ollcUl lllti WHIIthe Board of Supervisors a petition for the organization of said district and the Issuance of its district bonds. (4.) The holding of an election, atwhich the electors of the proposed district shall vote upon the organ* ir-ation of the district and the issue of ita bonds.(5.) The holding of an election by the city of Los Angeles at which the electors shall vote a bond issue to defray the expenses of constructing the trunk lines which you have recoin*(tended !n your report that the offy shall construct.(6.) The sale by the Board of Supervisors of the bonds of the irrigation district.(7.) An election to be held by the people of the district to vote upon annexation to the city of Los Angeles of the territory in the district.(S.) An election to he held by the city of Los Angeles to vote upon the annexation to the city of the territory included in the district.It was signed by the following members of the committee:The CommitteeH.
