CITIZEN—Drayer Judson Willems, center, was the El Paso Board of Realtors Citizen of the Year Award last night. With him are James E. Rogers, left, chairman of the selection committee, and David H. Elliott, president of the Board of Realtors. THE MAYOR outlined the campaign he launched two years ago to get the State Legislature to create permissive legislation to allow cities to determine for themselves what type of taxes they would be willing to pay in order to assure adequate funds to operate as they should. “Community problems should be solved at the local level where people can see where the money is coming from and where it is going,” he said. Mayor Williams said that he expected to live the rest of his life in El Paso. “I hope to, and I will continue to work for my city after I am mayor as I did before I was elected,” he said. LAST NIGHT'S function was the 15th annual Citizen of the Year Banquet and Bail spon sored by the Board of Realtors. Past recipients have included Fred Hervey, Ted Andress, Paul Kayser, Judge R. E. Thomason, Harlan Hugg, Conrad Hilton, Tom Lea, R. E. McKee, Dan Ponder, Chris Fox, Sam Young, Mike Brumbelow, C. H. Leavell, and Rev. B. M. G. Williams. A committee planning the event this year was composed of Harry Shain, J. Ted Cottle, Roy Hovious and Dennis S. Wagner.
