The Castro Valley Reporter Is waging a battle for incorporation of Castro Valley as a separate city, and wants no part of annexation.Recently the Review came out with a lengthy editorial -on the “advantages of setting up a Mutual government.”And the Reporter came out with a blast on “outsiders'* who “for their own interests are trying to cripple the Valley’s attempts to stand on its own feet.”The extreme variance of viewpoint is interesting. II has consistently advocated saving of taxes and improvement of efficiency through cooperation* and unification.
