ge,» New Yonk, Dec. 9. The Inman steamer City of Paris, from Liv erpool the 28th ult., and Queenstown 29th, has arrived. The steamer Virginia left Liverpool on the same day. The London Globe hints at a‘serious difficulty between England and United America, if the latter fails to maintain absolute neutrality in Fenianism. Other papers discredit the idea that the Fenian agitation is increasing. On the 26th the Admiralty telegraphed to the Portsmouth Dock Yard to immediately pre pare the transports Tamar and Osontes for em penne of the 2d Infantry Regiment for Ire lan d Orders were received at the Admiralty on the same day for the 28th and 52d regiments to be ready at a moments notice. The screw gunboat Sepoy was ordered to Queenstown. A detachment of royal marines left Chatham for Ireland via Plymouth. A Cork telegram of the 26th says considera ble alarm prevails in this city, and throughout the country. All police stations are barrica ded, and the military are being disposed throughout the country. A Dublin despatch of the 25th says, troops in garrison here were under arms Saturday, or detachments of cavalry patrolled the sub urbs. R. A. Glass, of the Atlantic Telegraph, has been created a Knight.. . The English and French governments have agreed that the extradition treaty of 1843, which expires Dec. 4th, shall continue in force until Sept. 1867. Gavarine, the French artist, is dead. Martial law was to cease at Palermo on the 30th inst. A convocation of Catholic Bishops is to as semble at Rome next June. A despatch from Corfusius, Omer Pacha is to command the Turks in Carodia. The murderers of the Captain and others of the American schooner Subra, had not been discovered. The Tea ships West Minister and J. E. Boyd, have been wrecked. Liverroot, Nov. 23. The foreign papers by the Asia contain ac counts of numerous arrests of suspected per sons, and heavy seizures of arms and war mu nitions in Limerick, Cork, Belfast, and at Queenstown, and as it is also stated that pikes, rifles and sword bayonets were had by the case and bullets by the hogshead, it is very evident that the Fenians were, to say the least, in ac tive preparation for work during the last week of November. The Herald’s correspondence from Paris re veals the serious dilemma in which the failure of the Mexican scheme has placed Napoleon as well as the timid shifts which are made by the Imperal organs to announce the bad news just to hand from Maximilian, by degrees, to the people. The Emperor of France makes earnest en deavors to recover his waning prestige, but it is evident from the tenor of this communication that the task is no easy one and is no means successful so far. The abolitionist element from Cuba and the other transatlantic colonies of Spain, now re presented largely in Madrid, is very powerful in forwarding the revolutionary crisis during which Queen Isabella's dethronement is almost certain to take place. The Invaside of St. Petersburg, November 22d, contradicts the statement recently pub lished, that a concentration of Russian troops had been effected at Samarkand. The same journal announces that the fortress of D'Jusak, the last stronghold of the Emir of Bokhara, was taken by assault after an eight day’s siege. Servia has made a direct appeal to the Turk ish government to evacuate all the Servian fortresses, especially that of Belgrade. Mazzini pronounces the letter recently pub lished in Paris, condemning the movement in Rome in 1849 over his signature, a forgery.
