by Peter KrewkoTwo weeks ago, on Wednesday, November 24, the first meeting of the Spiegai Memorial Fund Advisory Committee was held at UMass/Boston. The Fund was established in memory of Mrs. Babette Schiller Spiegai, a Massachusetts resident who as an advocate of prison education at Walpole State Prison.Members of the Spiegai family, including Dr. John Spiegai who was named chairman of the Advisory Committee, conferred with UMass officials during the informal meeting. Speaking on behalf of the University, Chan ' cellor Carlo Golino expressed gratitude to the Spiegai family for Mrs. Spiegal’s gift and her humanitarian concern for prisoners.•The Spiegai Memorial Fund was made possible by a $100,000 bequest from the estate of Mrs.Spiegai. Under the terms of her will, the University must consult with the Advisory Committee before money can be spent from the Fund. A further stipulation states that: “permissible expenditures from the Fund shall consist of any and all expenditures, including stipends, wages, or fees for such persons serving life—and long-terms who act as teachers and tutors, reasonable and necessary for achieving the purpose of the Fund.”The Advisory Committee which will oversee the Spiegai Memoria fund is made up of the following members:—2 representatives of life-and-long term offenders—2 representatives of the Department of Corrections —2 representatives from UMass/Boston—4 persons to be designated by John P. Spirgal, Adam Spiegai, Pauline Spiegai, and PhilipGiseman.Primo Vannicelli, Hedwig Veith, and Kit Bryant have been designated alternative members to the Advisory Committee.Kit Bryant, Director of the Higher Education in Prison Program (HEPP) said in an interview that the work done by Mrs. Spiegai in the education of prisoners at Walpole State Prison will be continued by UMass Boston’s prison program. In conjunction with UMass and the Dept, of Corrections, the Fund will be administered over a Five-year period to create tutoring programs at the prison, as Mrs. Spiegai requested in her will. Ms. Bryant said she has proposed using money from the Fund to start a law library and paralegal training program at Walpole State Prison.“It will be an interesting program, even though it’s limited. It will be interesting to follow and see how it works,” Ms. Bryant concluded.
