RUSSIA, SOUTH AMERICA OR SOUTH AFRICA A discussion is just going on as to whether Jewish Colonization in Russia should be encouraged? This is but a revival of the old issue of Territorialism vs. Zionism agita tion over which split the Jewry into two bitter contending factions about twenty years ago, the Zionists contending that if a Jewish State was to be formed, it must be in the Holy Land, while the Territorialists contended that what they needed was to get the Jew out of the countries in which he was being persecuted and settle him on the vacant lands of either South Africa or South America as bringing him en masse into the populous cities of either America or Canada was apt to cause an economic disturbance and breed Anti-Semi tism. The things that Zionism stood for are now being carried into effect. ‘The Jew is in the Holy Land and it is simply a question of time when the Jewish population will form a majority of the total population of Palestine and the Jewish State will be an accomplished fact. This, however, has failed to solve the question as what to do with the Jew of Eastern Europe. Twenty years ago, while he was being persecuted, the persecution manifested itself in occa sional pogroms. It was nothing like the Anti-Semitism now pre venant in Poland, Roumania, Austria, Hungary and Lithuania. In these countries there are approximately six million Jews who must be taken care of by removal from there. They cannot all be taken to Palestine for the simple reason that the total area of Palestine is about 7,000 square miles, which reduced to terms of acres means that there are 4,400,000 acres and it is a liberal esti mate which claims that fifty per cent of that can ever be put under cultivation. This reduces the actual arable land in Pales tine to approximately 2,200,000 acres. Palestine cannot possibly support a population of over two and one-half million people. This is a larger population than the Holy Land supported in the most balmy of biblical days. It therefore leaves the problem of more than three million Jews which must be taken care of. The only question is how? For all practical purposes America must be regarded as a country closed to any further Jewish immigration as under the quota law the number that can be admitted each year is so small that it is hardly worthwhile to figure that there is any relief. The rich lands of Ukraina and the other parts of Southern Russia will undoubtedly furnish the best solution of the problem except for one thing, the possibility of the overthrow of the present Soviet Government and the restoration of either the Romanoffs or a new dynasty or possibly the establishment of a conservative Republic along the lines of France or the United States. If this ever happens it will mean such massacre of Jews as has never taken place in history, for rightly or wrongly, the Jews are regarded as being primarily responsible for the over throw of the Romanoffs and the esablishment of the Soviet Republic. So while there can be no question about the necessity of finding the necessary lands on which from two to three million of our co-religionists can settle, the question is, is it more advis able for them to settle upon the agricultural lands in Southern Russia or to find a large enough area for that purpose either in the Argentine Republic or South Africa? It is from this standpoint, in the opinion of the Transcript, the question should be discussed. We do not believe that the realization of the dreams of Zionism will be either hindered or interfered with by so doing.
