WASHINGTON, Dec. 2.—(#)— Rep. Thomas D. Winter, republican of Kansas, Monday demanded an investigation of the rural electrifi cation administration, which he as serted was “obstructing national defense as surely as a paid sabo teur.” “The true friends of farm elec trification,” he said in the house “may as well face the fact, may as well realize, that this federal agency has fallen into the hands of a gang of communists, fellow trav elers and political second-story workers who do not hesitate to sabotage the national defense pro gram in the interest of preserva tion of their political theories and perpetuation of their payroll.” Introducing a resolution calling for an investigation, Winter assert ed that the REA, despite copper shortages, which prevent installa tion of distribution lines in many rural areas, had “several million pounds” of copper stored in open fields in Texas. He said this cop per was intended for transmission lines linking several rural co-op eratives centering around Gilmer, Texas, with a generating plant the REA hoped to build. Winter con tended it would be at least two years before such a plant could be built. He said REA officials had ignor ed the necessity for coppers in their anxiety to set up a holding company system, super co-opera tives by which the top holding company in Washington can per petuate and expand its control over a large segment of the farming population.”
