Hebert against certain strictures by the Marshall Republican and Tyler Reporter, for the great loss of time that has taken place In placing our troops in the field. We have several times noticed the factthat many of our troops have been k*-pt in camps in different parts of the country for many months— some of them, we believe, for nearly a year past— without anything to do—causing a general feeling of discontent among our soldiers—and involving a heavy expense to the government. This has caused more dissatisfaction from the fact that while they have been kept here in idleness, they have been constantly hearing of the laurels won by those Texaa regiments which hive had the good fortune to be ltd against the enemy. And the dissatisfaction is still further increased by knowing as they do, that every moment of delay is giving the enemy advantages at certain points, where they greatly outnumber our own troops. But while we have called attention to the serious evils growing out of the delay to place our troops in active service, we have not indicated who was chiefly chargeable with the fault, or whether in fact the delay resulted from unavoidable circumstances, because we did n t possess the necessary information to do so We must say, however, that our conviction has always been very strong that some body was gready in fault, and that th-3 evil could be asd .should be corrected at one?.The Telegraph leaves the impression that the fault has been and is with the Government at Richmond, and exonerates Gen. Hebert on the ground that Gen. II. has had no control over the troops which have h.»*n no long d*lay© 1 here at an enormous cost to theGovernment, but that these troops were raised by special authority from the Department in Richmond, by means of independent commissions granted to various parties. The troops thus raised are as follows: Carter’s, Wilkes*, Gillespie’s, Randall's, lurnet’*, Buford's, Johnson’s, Darnell’s Regiments of cavalry; Major Waller’s Battalion of cavalry, Waterhouse’s and Ochiltree’s Regiments of infantry, and Waul’s Region of 20 c mpanies.it is probably true, a* the Telegraph says, that the troops raised by, and under the control of, General Hebert, have been more speedily dispatched when called for. And we may further add that we believe most of those reg'uients were ready to move a long time before any orders came for them to do so. Rut we have hear.* complaint* of another kind in the administration of our military affairs which ought to be investigated, and for aught we know, may be undergoing investigation at this time.
