Outlaw, city health officer, said Thursday.The child, Erminia Mendez, 816 | jS. Virginia, was alone in the house, its father and mother having locked it up and gone off to work, Dr. Outlaw said.The inspectors passed up the room when they searched the house,” Dr. Outlaw said. “Neighbors later told them a sick child was locked up in the room. They broke down the door and found the little girl. She was taken to the Isolation hospital.“It is against the law to conceal a case of smallpox. There are heavy penalties for such violations of the law’. However, it is very hard to get convictions as the parents usually say they had some obscure Japanese or Chinese doctor who pronounced the disease something else.’’
