Three Harvey residents and one Markham resident were arrested on gambling charges following a raid on a Lincoln avenue residence in Har vey Tuesday. Facing various gambling-related charges are Charles Banks, 65, of 14906 Lincoln avenue; his wife Caro line Banks, 51, of the same address; Molly Dunn, 53, of 14915 Lincoln ave nue; and Stacey Oakes, 21, of 3016 Nottingham avenue, Markham. The operation, which Chicago po lice estimate was taking in as much as $197,000 a week, was based on the Illinois State Lottery. Gamblers would place bets on what would be the numbers selected by the state in the legitimate lottery drawing, Chi cago police officials said. Police raided the residence shortly before the lottery drawing Tuesday evening. A spokesman for the Chicago po lice gambling unit said said the four Suspects allegedly used telephones
