Evening Banner * * Bennington, Web., Aug. 27, 1958—7 LUDLOW (AP) — U. S. Rep. Winston L. Prouty (R-Vt.) said recently abandonment or drastic cutting of the mutual security pro gram would mean “‘a large scale draft of U. S. Boys for ov erseas service, and a multimillion dollar tax increase. “Should the United States cur tail funds necessary for the main tenance of allied soldiers, and it becomes necessary to replace them with American troops, the dollar cost to the American tax payer would be as much as 20 times that incurred under the mutual security program,” he told the Ludlow Rotary Club. Farmers benefit from the mu tual security plan because ‘under its provisions, full use is made of agricultural surplus commodi ties,” he said. Prouty seeks Republican nomin ation to the U. S. Senate. His opponent, former Gov. Lee E. Emerson of Barton, said last night ‘‘a tremendous amount of waste is going into the operation of our aid programs. There is a tendency to dish out money in an effort to buy friendship. It is time to put our relations on a debt or creditor basis.’
