Four Carroll County men have been named to the Sheriff's Merit Board following a reso lution creating the Board by Car roll County Councilmen. The Council, by a law enacted early this year by the Indiana General Assembly, was mandated to establish the Merit Board. Officially the Merit Board will begin operation January 1, 1972. Named by Sheriff Dale Ma Curdy to serve on the Board were two Democrats, Vaughn Snider of Rt. 1, Flora, a farmer and former County Highway Superintendent; and Frank Fitch of 107 E. North St., Delphi, phar macist and presently president of the Pharmaceutical Association; and two Republicans, B. Jesse Zook of Rt. 3, Delphi, owner and manager of grain elevators and president of United Fund in Car roll County, and Ted Brown of Rt. 4, Delphi, Production Credit Office Manager and member of Board of Directors of First Fede ral Savings and Loan Association and former assistant County Ex tension Agent. The creation of the Merit Board was the first step in put ting employees of the Carroll County Sheriff's Department on a non-partisan basis. Under the law, first appoint ments are to be staggered - one, two, three and four year terms. Fitch, appointed to serve for a three-year term, was elected president of the new Board at the recent organizational meeting. Mr. Brown, appointed for four years, is secretary. Mr. Zook was appointed for one year and Snider for two. The Carroll County Merit Board is expected to meet month ly, according to Sheriff McCurdy Board members each receive $15 monthly. One of the important purposes of the non-partisan Police De partment, formerly Sheriff's De partment, is that the police offi cers, who were formerly called sheriff's deputies, cannot be fired or removed from their job because a sheriff of another political party takes office. The county police department will be able to offer employees the security of a permanent job. Good men should be available for the work because of more security to the job. The men also should be better trained and ex perienced because of longer ten ure. Police officers cannot be fired or removed from their jobs or duties until after proper charges are filed with the Merit Board and a hearing held with the Sheriff and Board. Presently no pension or dis ability benefits have been author ized and there is no insurance coverage, except workman’s com pensation. Present sheriff's deputies, Leon Riley, Doyle Clark and Lee Hoard, will continue as police officers. New appointments to the police force to fill future vacancies will not be made until applicant has taken written examination and had an interview with the Board members and sheriff. New ap pointments will be on probation for one year. The men will hold the position as long as they perform duties satisfactorily and can only be re moved for cause or failure to perform duties. Sheriff may pablish rank of officers on approval of the Board.
