DETROIT (AP) — A visiting West African exchange student's complaint that he was refused service in a downtown bar, beaten and tossed out by the bartender and then given a run-around by police was the subject of a three -pronged investigation today. The Wayne County prosecutor’s office questioned witnesses to the incident involving Papa Ibra Tall, 25, a painter and fine arts stu dent touring the U. S. under the State Department's cultural ex change program. Gov. Williams ordered the Liquor Control Commission to in vestigate after he was called by Tait’s Detroit host, Dr. Dewitt Burton, a member of the Wayne State University board of gover nors. Arthur ©. Johnson, executive secretary of the NAACP's Detroit branch, called the incident “a disgrace and a shame to a civil ized community.” He said the NAACP also would investigate. There was also a chance the State Department itself might en ter the picture. Tall’s tour inter preter, Jerome Hollands, a State Department representative, wired Washington about the trouble in volving Tall. Tall charged he was refused service by Steve Mondalek, 42, bartender and co-owner of the bar. Mondalek, however, said he would have served Tall if he could have understood what he wanted. The student said he called police to complain and was told the bar tender had no right to refuse service. The officer on the phone instructed him to wait at the bar for a police car, which, Tall said, didn't appear. Tall and a customer reportedly got into an argument while he waited. Mondalek said he ejected Tall from the bar because he was unruly but did not strike him. Tall claimed he was grabbed by the bartender and two customers, beaten unconscious and thrown to the sidewalk.
