Their ,ap in LoskHaven, Pa.Beginning Two Years Ago With 308 Members, the Club Has Grown Rapidly and Is a Power In Municipal Affairs—Help From Citizens.Two years ago the Civic club of Lock Haven, Pa., began life with 308members, all women, in a city of only7,700 inhabitants. From the start the club enjoyed the co-operation of the progressive, courteous city government and of a wide awake board of trade. Thus fortified, its president. Miss Dora Merrill, with her corps of capable officers and a thoroughly organized bodyof workers, made the dirt fly in a phenomenal, almost spectacular, movement for municipal and civic better ment, the necessary funds coming from annual private subscriptions, a dance, a card party and a play.Under the municipal department a municipal cleanup week was introduced with the co-operation of the city government, sweeping with s nitary sweetness through street. alle\, back yard and cellar. Twenty-five iron waste paper receptacles were placed in the streets, and private garbage collection was established.Under the educational department a junior civic league was established in the ward schools, with 900 children enrolled and a playground association started for the high school students.During the summer of 1911 two public school gardens in different sectionsIMPROVEMENT WORK ON A LOCK HAVENSTREET.ef the city were most successfully maintained, with 224 little boy and girl gardeners under the professional supervision of two trained teachers in plant life and gardening from Cornell university. vHome gardening took the place of the community plots for the summer, over 200 children applying for seeds, and tbe public work will consist in equipping and running the Wilson Kis-tler playgrounds—a gift to the city— with a paid supervisor in charge, under whose instruction the high school students will build much of the apparatus themselves.Vacant lot gardening with free seeds will also be a feature.Under the outdoor department a special fund of $1,590 was raised to acquire a city plan for the board of trade. Lock Haven claims the unique distinction of being the smallest city in the state with a formal city plan for growth and development. In accordance with this plan, prepared by Mr. John Nolen, the outdoor department has already laid out and planted the courthouse park and assisted the city government in planting a city parkway. Under its influence also property owners have been induced to plant over 2.500 feet of privet hedge to replace fences and otherwise beautify home surroundings.
