Nips, MacArthur plan for Allied occupationMANILA, Aug. 20.—(U.P.)—a Japanese surrender mission of six high ranking officers returned to Gen. Douglas| MacArthur’s headquarters in Manila’s battle-scarred city hall today for a second meeting on plans for sending a powerful Allied army of occupation to the Japanese homeland.At the first meeting, it was believed that Mac Arthur's aides received information from the Japa ese on the layout of mine fields Japanese waters and the cone tions of Japanese ports and airfie where airborne troops will soon landing.That meeting continued until I 2:45 a,m. today, and the Japanesel envoys returned at 9.30 a-m.. littlel less than seven hours later.It was presumed that arrang ments for the formal surrenc were to be discussed at the secoimeeting.(An American Broadcastir company correspondent repoi from Manila that he had b unofficially told by a “most trustworthy” source that a Ri delegation would arrive ln,N Monday night i Manila time) attend the conferences. The Ji anese were taken to their quart for dinner and escorted to 1 Arthur's headquarters in the hall for the first conference. MacArthur did not attend the meeting.The meeting started at 9 o'clock last night (5 a-m. PWT Sunday.) First the 16 delegates presented their credentials to Lt. Gen. Richard K. Sutherland. MacArthur’s chief of staff.Then the six leaders, headed Lt. Gen. Torashiro Kawabe. chief of the Japanese imperial eral staff, went to the office of Gen. Stephen J. Chamberlin, as ant chief of staff in charge of opetations, for the conference.It was not until 2:45 a.tn. today' (10:45 a.m. PWT) that the meeting broke up.The meeting, it was understood, was a preliminary one and will becontinued later today.An official statement is from the closely guarded city hall headquarters of MacArthur, the Allied supreme commander for the surrender and occupation, said merely that the Japanese were asked to provide Information that would facilitate the entry of MacArthur and his men to Japan.Between the arrival of the Jaj anese and the opening of the ft conference, a news message was ccived from Japanese imperial he quarters saying:Some of your forces landed Shimushu island Aug. 18.
