After discussion by J. T. Howell and others, on motion, it was referred to a special committee of five which the chair ap|ointed, as followc: T. J. Gmce,J. W. McFarland, J. T. Howell,J. A. Tetts and Maj. M. K. Wilson.The committee on address reported the following:Whereas. It Is notoriously true that elections in Louisiana are but a farce, so far as obtaining any expression of the will of the people because of the fact that ballot box stuffing, false counting and fraudulent returns are the means used !y the faction now In power, calling themselves Democrats:And whereas, this condition of damnable corruption i9 the stock in trade of the most corrupt of the politicians and place hunters, who use the cry of white supremacy and negro domination to scare and coerce our people iuto submission ;And whereas, it is notoriously tme that the greatest strength of the corgl111chDCrnptionists of the faction now in power in this State, is in what is known as theBlac k Belt, where they have so outraged suffrage as to count negro votes which were never cast nor ever existed —notably in the case of the late Congressional election in the Fifth District of this State, in which in the parish of Madison where there Is a registered vote of 1,008. a vote of 55 was returned for Benoit. (Fop), against a vote of over 1,000 returnee! forBoatner. (Dcm).. showing a clear manufacture of a fictitious vote of over 800, further, so high an authority as State Senator U. W. Montgomery and others state on oath that the rule in the black parishes is to conut the negro—not to vote him—thus over ruling and defeating large white majorities iu other parishes ;And whereas, it Is degrading to the last degree for our people to submit to this condition of affairs—a condition which none but the craven and the coward ran tolerate.Therefore, wc call upon the good people of Louisiana to proceed at once in forming such a compact organisation as will prevent such outrages of their rights of suffrage, for which no excuse* can tx» offered. An exercise of the manhood necessary to protect the sacred rights of suffrage.We call upon the people to actively and zealously coutinue their work of organization and enrollment with the firm detcruiination to turn out on the day of the next election all over the State, and go to the polls prepared to stav during the voting and the counting, ami with tne open and avowed purpose of establishing the right of the people to hold a peaceful, fair, free and honest election ; to obtain un expression of the will of the majority—a work iu which no citizen is too rich or too poor to engage, and to stand side by side in defence of.We do not believe our people are such cowards, even in the submission which they are now under, as to per init themselves to be further degraded by the domination of the tools, thugs and desperadoes, employed by those who care only to possess themselves of the spoils of office and care naught for the interest of the people, and the welfare of society.And finally, we call upon the people in every ward in the State to proceed with tno enrollment of all men. who have the courage and the patriotism to defend their rights, and secure that protection for their homes which an honest administration of their affairs alone can give. Send names and postoffice address of every name so enrolled to tho chairman of the State Central Committee, 624 Commercial place. New Orleans, who will assist the organization, and in due time and previous to the •lection of next April, proper committees will wait npon the Governor of Louisiana, as wen as his local representatives, and inform them that the people will no longer peacefully submit to election frauds, such as are now overriding our election laws.
