Few men who work labor that is helpless ■wii! fail to treat that labor with sufficient harshness to make money out of it; ami iu many cases to derive a revenue from the convict classes demands that they be worked too hard, and in localities that are unhealthy and even poisonous.We have no war to make upon the lessees. We know nothing of their methods except what has appeared in the press; but we caunot refrain from declaring that they have in some way subjected the convicts under their charge to death -dealing influence* If an epidemic of pleuru-pnemafiza, such as is said to have caused the great number of dcatiis, breaks out in a convict camp, and ran bo traced to climate or otiior focal influences that camp should be moved, and the convicts placed beyond thejreach of the contagion.
