By RAMON GARCES Times City Editor Webb County taxpayers will pay the same tax rate as last year — $1.75 per $100 valuation, it was de cided by the County Com missioners this morning. The meeting was recessed un til 3:30 p.m. today after the Com missioners started working on a Jong agenda this morning. The commissioners heard a ranch road dispute and decided to summon Antonio Rodriguez ‘‘to hear the other side of the pic ture’ as Commissioner Juan Vi llarreal put it. Attorney Robert Phelps, who said he represented ranch owner Sam Stockbridge, appeared at the meeting asking the commission ers order ranch owner Rodriguez to remove a lock on a gate which Phelps said was blocking entry into the Stockbridge property Phelps claimed the gate was over a county or public road. After a long discussion on whe ther the road is actually a public road. County Judge Roberto M.
