New law makes stalking a crimeWoman’s murder spurred billCOLUMBUS (AP) - Gov. George Voinovich signed into law a bill that makes the stalking or menacing of others a specific crime in Ohio.He also approved five others Thursday. Most of those deal with state and local government housekeepingRep. Madeline Cain, D-Lake-wood, introduced the anti-stalking bill after a woman in her area was murdered, despite her pleas for help to police who said they lacked authority to arrest her stalker.The bill creates the offenses of aggravated stalking, trespassing and stalking by menacing, and allows police to make arrests on the basis of reasonable causeMs. Cain’s bill also allows courts to issue protection orders.All seven of the new laws take effect in 90 days.The others:■ Increase the power of the Chiropractic Examining Board to investigate members of the profession.■ Allow restitutions from deferred compensation programs of public funds stolen by public employee-members of such programs.■ Boost penalties of employees who violate unemployment compensation laws.■ Revise upward and removes ceilings from certain court fees.■ Expand the authority to provide emergency patient transportation to counties of less than 40,000 population and townships within their borders.■ Regulate construction and development within flood-plainareas.
