Y Will Not be Allowed to © Petro leum in the Eusez CO LoudoN, Aug 4.—The Suez canal com pany has informed the Russian govern ment that the provisional regulations as regards the petroleum trade through the canal will be reconsidered; meantime the passage of petroleum in tank steam ships will not be allowed. The latter part of this statement by the company is understood to be a concession to the North of England Steamship Owner's association. The association believes that the tank steamships would endow the whole trade of the canal, particu larly during the warm months. The de cision, while most important to the American trade, which sends two-thirds of the petroleum to the east,is extremely distasteful to Russia, which sends to India alone $20,000,000 worth annually. The permission to pass tank steam ships is thought in Russia to be the one thing needed to develop the Black sea troleum trade and to render the Baku oil fields formidable to the Standard Oil company, of the United States. It is claimed by the Russians that the Suez Canal company has no power to exclude any commodity from the canal. To this the company answer that they are not excluding petroleum, but only regulat ing the conditions of transport; that is, or for transport in case instead of in bulk.
