He murdered the unfortunate lady in March, IV.I1. and though the crime was characterized by the utmost brutality, and though the murderer, in the hope of sawng his neck, Sought to slander his victim by the most cowardly and indecent stories, it was only yesterday that he was compelled to pay the penalty of his crime.Etienne Descharups was also sentenced to be hung at the same time; hut, almost at the very hour the execution of this hoary old wretch was appointed to take place. Gov. Nicholls reprieved him until the Board of Pardons can ac t upon tho report of a self constituted board of lunacy and decide whether or not the criminal is a crazy mesmerizer and a magician. Dos-chnmps murdered little Juliette Dietsch more than two years ago. The murder was a most atrocous one; the facts in the case are too revolting to print. There was not a single extenuating circumstance connected with it. The story is one of such beastly atrocity that it is difficult to believe it. And yet, a number of sentimentalists in this city have interested themselves in the life of this vilianous wretch and managed, for over two years, to keep his neck out of the halter.When the Board of Pardons, some weoks ago, refused to recommend the pardon of Deschamp, or the commutation of his sentence, and the Governor luid signet! the death warrant, there was a feeling of relief in the community. It was thon believed that, though the justice had been unduly delayed, the murderer was finally about to be punished. But yesterday, to the disgust of the community, Gov. Nicholls granted the reprieve to enable the Board of Pardons to pass upon the report of the self-constituted Board referred to above.Tho Unfortunate death of the lamented Judge Marr, who was the trial judge in the case, and hence a member of the Board of Pardons, makes the Board in this case a tie. W hen the case whs first before the Board Judge Marr and Lieut. Gov. Jefines voted against, and Attorney General Rogers for, a recommendation of a commutation; if. therefore, tho Lieutenant-Governor and Attorney-General hold to their original opinions, there will he a tie; but in that case we assume that, as there will I*? no deciding vote, the orignal action of the Board will stand and Deschamps *• hanged, i States.
