Please say this for mo: that I am trying to do my duty and the work I am sent here to do, fairly and honestly, with due respect to the rights of all, tut as I am sent to allot the lands to the Indians I must make them as I find them, but no Indian who failed to file his declaration prior to or on Feb. 28 has been allotted land by me. My Instructions are plain and I shall follow them, but any man—white or Indian—who feels that I have not properly regarded his claims has the right to contest before the register of tho land office. It Is no part of my duty or right to decide the question of prior claim.”
