uemocrauc convention.Transfer of High School to NegroesWASHINGTON, April 26.—(A NP)—Local No. 27 of the American Federation of Teachers suggested to the board of education here last week that Roosevelt High school be transferred for the use of Negro pupils as a means of alleviating the over crowded conditions in Negro schools.A letter, signed by the president of the local, Paul Cooke, said that as an alternative, Central High school could be made available for Negroes. The three Negro high schools, Dunbar, Cardozo and Armstrong are overcrowded, respectively by 28 percent, 112 percent and 24 percent.Cooke blamed “the high percentage of failure of Negro high school students” and the number of pupils who discontinue schooling after the junior high grades “to inadequate facilities and crowded conditions.”
