S. colored cavalry to establish an institution of learning in Missouri for the education of former slaves. Lieut. R, Baxter Foster was the moving spirit of this initial start and when the school was incorporated in 1866 Lieut. Foster was named president. Six thousand dollars was raised to acquire buildings, land and instructors.To State In 1870received his master ~ ~v,uthe University of Wisconsin and al- ^ so his doctor’s degree. At one time ^ he was dean of Fisk University.ee,aPCvS1It was thus operated as a private institution until 1879 when it was taken over by the State of Missouri. It was designated then, and still is, a state teachers’ training institution.The board of curators and others connected with the school's management, however, have a plan of march forward. The two new buildings this year are part of it.Ranks HighLincoln University at present is ranked among the best of the negro schools of the nation, at least in its class. It also is among the oldest. Lincoln University of Pennsylvania was organized a short while before Lincoln University here. Howard ci University at Washington. D. C., Hand Fisk, at Nashville are two otherhigh class schools which were organized about the same time.Although the school was formed primarily for negroes of Missouri, it has become an institution of the Middle West. Students come here from nearly all of the western tl states including even California and ai Idaho. There are a number hereiiCbNsidfrom Texas and many from Oklaho- sma.nThe general standard of the institution is being raised, both as to equipment and quality of faculty members and courses of study offered.There are now in the college alone twenty-two instructors. Twelve of these have a full professor rating. With the mania for Ph. D.’s now prevalent, it is the plan of the management to add some of these to the faculty. At present there are fewThere are at present 133 students; n enrolled in the high school and 227 sienrolled in the college. Besides , athere are quite a number taking ex-, P tension work in various parts of the ]icountry. The summer school session C( is attended by around 150 eachj^ year.
