Boettger was commenced Monday and terminated yesterday afternoon, at which time Mr. Herancourt re-oatred art d| receipted for all mcswy then In the ex-treasurer's bands, and took formal possession af the office. In the examination of the ac-naunts It was found that the cash was considerably abort, but that the shortage was offset by •rreral notes of old date. When the question of transfer came up, Mr. Herancourt refuted to soeoive and receipt tor the notes, on the ground that 'the hooka went to show the amount should be in cash; he. therefore, allowed Mr. Boettger to retain pmaeeekm of the note*.The notes in quostion at one time were the fruitful source of considerable discussion, but in the lapse of time have been dropped fromChile print, and were thought to be buried roan resurrection. In 1874 council passed an. ordinance authorizing the auditor to borrow. Aar'the use of the city, $500,000, which was subsequently done, the Third National Bank besoming the lender. For this amount the city gave motes of different period*, and the Majority of them were met at maturity Iy money accumulated for that purpose in the ■taking fund, Finally there remained but two ■Mm unpaid, amounting to' a,bout $127,311, and when these reached maturity the sinking fund was almost exhausted and unable to meet them, ■» tor the time being they went dishonored. The next time the treasurer had his accounts balanced with the Third National .Bank, which was the city depository, and •too the owner and holder of the two antes in question, he wa« surprised to find that ihe bank, without instructions, or notice, had deducted the amount of the notes from the city deposit, taking the sum from the various funds emtfl the total, was secured, and. returning to the surer, instead of the cash balance, the two s. This happened in 1874, and ever since time the city’s money, to' the amount of R27 ,811. or thereabouts, has been carried in the ahmpeo! two note*.There was one other note brought into dispute, which was of a, more recent date:,. The •mount is $15,000, and the date 1879. Where this amount went is somewhat of a mystery, but it is ■apposed to be' the same with which the name •f Mr. Hlt; ffman was connected, but of which charge be waa hon.oM.bly acquitted. This money 'has been traced by some parties into the nands of a man now dead, but no satisfactory proof has been advanced to' fully establish theaiscrtio.ii, The total amount for which the new treasurer ■•fused to give his receipt is about R42.SH; certainly not differing from .the given mure, one way or the other, more: tlan $1,000. With the first transaction there is apparently ■©thing wrong, and on the statement of facts no ally official can be said to have violated, bis, trust, unless it be in concealing the facts, and thus al-bmrtng the matter to ran along uninterruptedly ■util this late day.
