ACE 4Discuss Plans For District Library In Mokena AreaFormation of a district library to serve the Mokena area is now under consideration by a group of interested citizens.Efforts to establish a township library7 have failed. It was pointed out that the tax base for a village library would be inadequate so attention has been turned to a district set-up. The district proposed would follow the confines of the Mokena grade school district, with the exception of Rolling Heights which is in the New Lenox township and New Lenox township has a tax supported library. The Mokena Lions Club pays the rent and occasionally donates for new books. The book club itself has a maximum of $100 a year to spend for new books. Sometimes individuals make gifts of books, and that is the extent of the library's resources. Without additional funds for bodes the library’s collection for children will be worn out soon. The adult collection will have very few new books, it was said, and there will be no opportunity for magazine service.In the past the Mokena library and others like it have depended upon the loan of books from the state library- to provide patrons with reading and reference material.Now that is out. The 1965 General Assembly passed a new library law. One of the provisions is to deny the use of state books or state aid to non-tax supported libraries. Only tax supported libraries can get help from the state or Federal governments. it was said.If a Mokena district library should be approved at a referendum and a tax voted for its support, it would become a part of a large library' system with participation in group buying, access to a central depot for books and many services that would be beyond the Mokena budget, it was explained.START LOYALTY DAY cam pa of Foreign Wars. IAbout six months ago representatives from the various sections of Frankfort Township began holdingmeetings in an effort to agree upon plans for a township library, such as New Lenox and Lockport have.It was suggested that several outlets or branches be established so they would be of easy and safe access. However, It was reported, the Frankfort contingent was firm in its stand for a central library' to serve the entireIi]]Itownship and to have it located in the village of Frank-fort. The Mokena representatives then decided to go i alone as a library at Frankfort would be of no use tlt; Mokena people.Under the law the minimum tax rate for a towi or village library would be 12 cents per $100 equalizee assessed valuation. For i district library the minimum rates is half that, oi six cents per $100. Thus a person with property thai had an equalized assessec valuation of $10,000 woulc pay a library tax of $6 i year. It was believed by those who have studied the matter that the average ta for the area would be aboui $5 a year.A referendum is to be held, probably this spring, but the date has not been set.
