Jf * wThe Daily News: In the name of the free men of Eng* land let it be distinctly understood that the brilliant and cordial reception, which is preparing for the Emperor and Empress of the French, is meant as an expression of the good-will and esteem which the people of England bear to the nation which has accepted these illustrious guests of our Queen as their Sovereigns. We honour the sagacity, firmness, and loyalty which—so far as the public has the means of ascertaining—have characterised the part taken by Napoleon III. in the Oriental struggle. We admit the humanity with which he has exercised the absolute power which he has acquired in France. But we should be false to our principles, and to the great interests of humanity which we advocate and defend, did we not, on this, as on. all suiting occasions, express our deep and enduring regret at his having substituted Autocratic for Parliamentary government in France, and at the means he employed to do 90. Material welfare, the successful cultivation of art, science, and literature, and the ascendancy of the law, are great blessings for a nation. But of infinitely more importance than ail of them is civil liberty, the only stock upon which they can be permanently engrafted. When he elevated the Empress to a share of his throne—the wisest and most genial step he has taken since he assumed the purple —he boldly declared himself a parvenu. The word sticks in the throats of our exclusives, and they aye scandalised at the idea of the parvenu s being invested with the Garter— an act hailed as a proper tribute to the French nation by ail free-minded English politicians. Muttered apprehensions of danger to our Imperial visitor are heard from some quarters. These exaggerated or affected alarms are utterly unworthy of notice.
