CHICAGO, April 14 (4)—Lieut. Commander Carlos Fallon, former chief of staff of the Colombian Navy, urged tonight that “a part y of the United States forces be thrown open to the enlistment of Latin American volunteers.” Commander Carlos, son of the Colombian consul in Chicago, made the plea on an address written for a dinner meeting highlighting a celebration to establish closer rela tions with the 20 republics in Cen tral and South America. Want To Do Share ‘My plea,” he said, “is that a part of the United States forces be thrown open to the enlistment of Latin-American volunteers who come with the consent of their re spective governments. I speak only for myself, but there are hundreds of thousands of Latin Americans who feel as I do .Many of us know that this is our fight and we want to do our share. ‘We are not made of the stuff that can wait until our governments iron out all the political and diplomatic difficulties for a declaration of war. The enemy isn't waiting, Hitler is using every man in Europe who will pick up a rifle for him. Japan has organized Koreans, Malays, the Burmese to fight for her empire. In this war the enemy is using all available man-power. The Americas have to do the same. “I know that at present there are no diplomatic arrangements for Latin American volunteers but the Western Hemisphere is daily being drawn together by bonds stronger than formal treaties or military al liances, bonds such as personal free dom, racial equality, religious toler ance, and the dignity of self govern ment. Worth Fighting For “Many of our governments as well as our people are begining to realize that the very fundamentals of American life are in real danger. They will welcome the opportunity to send volunteers to help protect their institutions. What seemed im possible yesterday, is probable to day and may be necessary tomor row. 1 “We also feel that there are some things worth fighting for and dying for. The men at Wake Island and the Philippines have shown that North Americans can fight and die for their ideals. “Because many of us have re ceived special training in jungle warfare we could think of no great er honor than to form part of the forces that avenges the heroes of Bataan Peninsula. no owners of passenger cars in East Canary Islands can obtain only five quarts of gasoline per horsepower of their car each month.
