S. troops, to the rnililitf in the service of the United Slates, and to the militia under the act of 1808, unless specially authorized by the President of the United Mates.**No stores ran be issued under the act of 1808, as no returns ol the strength of the mi litia of the Territory have na yel been received; and even if they had, the quota due to the 'Territory would be but very small.By the 55th paragraph of the Ordnanee regulations, issues are authorized to bo made in case of urgent necessity. I would therefore, under the peculiar circumstances set forth in the memorial, respectfully recommend that the •lores miked for he deposited in the three, or either of the forts, How ard (Green Day, Win-*‘e nebago. and Crawford (Prairie du Chien, c* with instructions to the commanding officers thereof, to hold them subject to the requsjtioos of the Governor of the Territory, in cate of urgent necessity.lly the memorial, four 3-pounder brass guns are desired; these cannot bo furnished, there being no suitable guns of thit calibre on hand; neither are there by the 13ih paragraph of the Ordnance regulations, any cannon authorized to be made of a calibre less than six pounders.
