LAF.During the summer of 1886 a Webb county grand jury established a record when they were in session for over five weeks investigating matters in connection with the sanguinary election riot of April 7 of that year and returned about 350 bills of indictment. In 1928 a Webb county grand jury, after returning a total of 67 bills of indictment after a few days of investigation established another high record when, after starting investigation of the First State Bank 8C Trust Co. case and the confession of R. M. Martinez, the cashier, tHat he had embezzled funds belonging to the bank in the sum of $120,000, causing it to close its doors on February 25, began their fourth week of investigation on Monday, April 9,Contrasting these two grand has been made one of thejuries and placing them injuxtaposition, one finds the old-time grand jury at work on oneof the most sanguinary events that had ever transpired in the history of Laredo—resulting in the loss of several lives, the throwing of the populace into chaos and the calling out of United States troops to quell the disturbances and restore order. In the latest case the grand jury, after investigating numerous infractions of the law in Webb county, returned 67 bills of indictment and then began the work of investigating the causes that led up to the closing of a state bank and the temporary tieing up of funds of the depositors. But the bank has reopened following re-organization, depositors were paid in full and the institutionstrongest financially of its land in this section.Reverting back to the days that caused the grand jury of 1S86 to be in session a record length of time and returning an unprecedented large number of indictments, it is not amiss to tell the whole story of the exciting election riot that took place forty-two years ago last Saturday and caused such heavy losses of life and the wounding of about fifteen other persons in Laredo.
