A. iveerer,—........ uuUp to the time when the contract was let to James Morrison, {A pril 17, 1838) the expenditures for steam mil], erection of dwelling houses, purchase of materials, cattle, horses, provisions, c„, amounted to SB’22,175 02.During- the progress of the work, the laborers on the Capitol under the direction of the acting commissioner, were at tirn.es employed in the erection of buildings for individual's, at Madison, for which the Territory is credited $1,293 69. Sometime in April, 1838, a sale of the steam mill, and other property, said to belong to the Territory, was made, a schedule of which is herewith submitted, marked B, amounting to the sum of $8,882 55. This amount deducted from the expenditures of the commissioners, would make the basement story of the Capitol cost $i 1,999 78. The committee.bave made a critical examination of the vouchers for expenditures made by the com mission era, and find the sum of $5,292 27 in the Same of “A- A. Birdthe balance being for labor performed, provisions, cattle, horses, c., purchased in the name of “A. A. Bird, acting' commissioner.1' Of the whole sum with which the Territory is charged, vouchers were produced as above stated, for the sum of $21,029 88, leaving the sum of $1,1.45 14, sustained by the evidence of the acting commissioner only.From the testimony produced before the committee, it appears, that the acting commissioner adopted the practice of drawing on the treasurer, 3. D. Doty, for the payment of mate vials, labor, c„ and that his drafts were paid, in bills of ths Bank of Wisconsin. From the statement of A.
