April 5, 1974SynapsePage 3Input Sought Before The FactUCSF Makes Early Overture To Communityby Ann FleischerUCSF’s administration tried to move one step closer to the community last month by asking five to seven years ahead of time for community input concerning the future of the space now occupied byUC Hospital.Chancellor Francis Sooy explained to Campus Planning Committee members, and many guests, that UC Hospital did not meet current ear-•thquake safety standards and that it would cost $6 million to make the building sound for office use, and additional monies to bring it up to code for inpatient facilities.The 100 beds now in UC Hospital, however, are scheduled to be moved to Moffitt with the completion, in approximately seven to ten years, of the Moffitt Expansion.Community representatives were leary of the seemingly ‘good will gesture’ meeting.Marsha Linde, Inner Sunset Action Committee (1SAC), said that the best way to use the space would be to put the new dental school there, thus saving the houses on Fourth Avenue and the neighborhood’s view of Mt. Sutro.Outspoken critic of UCSF’s expansion, John Bardis(ISAC), agreed. “If you can accomplish putting the dental school in the UC Hospital space then we’ll all be in the same symphony,” he said.With a weary nod Sooy explained that the dental school was in danger of losing its accreditation because of the poor condition of its current facilities.“It’s a matter of timing,” said Larry Hershman, Planning and Analysis. “The dental school needs new facilities right now, UC Hospital won’t be coming down for many years.”To try and dissipate some of the suspicion that was hanging heavy in the air Sooy3iKIIK'' ' [Bwk/f“We are trying to expiate some of the sins of the past. Frank Sooy, Chancellorexplained the reason the university was requesting the communities input so far in advance:“We’ve had so much flack about the size of the campus from the community. We are trying to expiate some of the sins of the past.The topic shifted to Moffitt Expansion with Sue Bierman, Haight-Ashbury Neighborhood Council (HANC), asking if the administration had given any consideration to moving UCH’s 100 beds to other hospitals in the City.Dr. Julius Krevans stated that the beds were necessary for the existing specialized programs on campus.“We’ve got a unique obligation, not only today but in the future. There is an absolute interrelationship between research, teaching and patient care. To reduce the number of beds would cut down on the basic programs we have here already,” he said.Ed Williams, ISAC, askedif the development of specialized programs won’t bring on a future need for further expansion of current facilities.“I’m not happy with it but we’ve been told flat out we can’t expand on this campus,” said Krevans. He said that the development of any new programs would have to be done in off-campus locations.Coming full circle, TomGwyn, from Assemblyperson Willie Brown’s Office, asked: “What are the University’s needs? What will you need that space for in the future? Are we really talking about something we can deal with?”After a long period of digging, five possible suggestions surfaced:1) A large child care facility- Sooy explained that there were currently plans for a child care center on the corner of Third Avenue and Parnassus;2) An animal care facility- Negotiations are currently underway to get the unoccupied Navy animal care facility at Hunters Point. Grazing land also is being sought on UC property in Richmond;3) Student housing - Surveys have been sent out to students and community residents asking their reaction to the building of additional student housing on the campus. After the results are compiled the possibility of such housing will be discussed;4) Office space - Approximately half of UCH is currently used for office and laboratory space. In addition occupants of offices on Fourth Avenue will have to be relocated when the construction of the dentistry building begins;5) Expansion of the library“If you can accomplish putting the dental school in the UC Hospital space then we’ll all be in the same symphony.” - John Bardis, ISAC- Hershman mentioned the projected need for library expansion but did not elaborate on what that would entail.Cy Shain, Forest Knolls Organization, asked that the university compile a list of its program priorities and its building priorities so that the committee would have something concrete to deal with.“Every time we get something new from you in the mail we learn about some new development, sometimes after the fact, and that’s not always good.“I think we’d have a better exchange if we changed the turf of these meetings to a neighborhood location,” said Shain.As the meeting broke up a woman said to Sooy, “We’d like a nice environment here- like it was when you went to (school at) Berkeley.”“Or like it was when I went to school here?” replied Sooy.
