The above paragraph has reference to a change of officers in the Scandinavian Regiment, recently mustered into the service of the U. S.at Madison. ‘The plan of organizing a Scandinavian Regiment originated with the displaced Lieutenant Colonel K. Joxas; he is not a Norwegian himself, but his wife io, and it was upon her assurance that her countrymen would volunteer in numbers sufficient to Git up a regiment, that he suggested the plan to Gov. Randall. Lt was favorably received, and at the request of Mr. Jones, Lans Legg was appointed Col., and himself Lieut. Col. Mr. Ieee’s offcial duties at State Prison commission er prevented his giving personal attention to the business of raising volunteers and organizing regiment, both of departments were very cheerfully and ef ficiently attended to by Lieut. Col. and there are those who be ieve that his energy and perseverance, under a load of discouragementynid disf icalties, were the main cause of filling up the regiment rapidly, and preparing it for service in an unusually short time. Its fiends generally have given him great credit for his efforts in this matter, as wall 15 for his loyalty and devotion to the cause of the Union, and ftog a matter of volitile astonishment that announcements indicating his removal have been noticed. So far as we can judge from what has transpires, he was maustered into the U.S. service, by an U. S. officer, andl smunsteret out again by State authority There has been no court martial—no trial or examination. We hope the matter will be thoroughly examined into.
