Richardson of Alicia was arrested Tuesday afternoon about 5 o’clock, by Marshal T. S. Stephens and Constable R. M. Laird, in front of the Newport Builders Supply and Hardware Company. Richardson had been stopping , negroes on Front street and forc-, ing them to turn back into their own quarters, when complaint I was made to Constable Laird, I who called upon Mr. Stephens , for help in making the arrest, as .
