Seoul Braces For FloodBy Cpl Robert MyersSEOUL, Sept. 15 lt;SS—Low lying Seoul military installations and residences braced today for the Han River’s second flood crest in 24 hours as raging waters raced down on the capital city from mountainous' eastern Korea.. Near-record rains along the east coast sent Han readings in the Seoul area to 17 feetearly this morning before thewaters subsided. The second crest was expected to reach here sometime today.Eighth Army engineers predicted the river would rise to “about 19 feet” at the height of the new flood.Prepare for EvacuationSeoul‘City Airport, evacuated three times this summer because of high water, began preparing for possible evacuation in case the river should climb higher than expected. The airfield — located on a sandy island in the middle of the Han—is alerted when water reaches the 20-foot level. A puliout begins at 22 feet.Clearing skies returned to most of Korea this morning after the peninsula underwent for almost 36 hours the impact | of tropical storm June. The former typhoon, which brushed the southern and eastern coasts of the nation Monday and yesterday, moved off the northeast coast of Hokkaido today.
