OWENS: Purchase must be approved by FCCContinued from B1owns KUZZ radio, would not have been eligible to purchase the station. FCC regulations didn,r. allow ownership of both radio and television stations in the same town. The rules were changed to allow ownership of a radio station and a UHF television station by the same company.“Our rules aren’t cast in stone and can be waived, said Alan Glasser, staff attorney for the FCC.“Generally, the court won’t appoint a receiver where the best interests of the station are not protected. If the trustee owns acompeting station, I would think the court would not want to appoint someone who would want to denigrate the station for the benefit of the other station.“But, if you show the competition won’t suffer, there is a public interest benefit because it will keep the station on the air and the station will provide programming for the community that would not be there, then the commission might be predisposed to allowing the joint ownership.”All transfers of television stationownership must be approved by theFCC.“The parties cannot just get together at a local bar, draw up an agreement, trade the keys and money and go ahead and operate the station,” Glasser said. “It involves federal involvement since we have exclusive jurisdiction over broadcasting.”Wayne Lansche, president and general manager of KBAK-TV, Channel 29, said he doesn’t see the potential ownership transfer as having any effect on the local television station situation. p,
