COMPILED EROM WIRE SERVICESMANILA, The Philippines — An “un-seasonal” typhoon caused seven deaths and flooding which forced thousands of persons from their homes Thursday.Twenty-five flood control projects were nearly completed in the area, authorities reported.President Ferdinand Marcos said in a broadcast the rains, pushed by 75-miIe-per-hour winds, caught engineers constructing flood control projects in the Manila area unprepared.About $15 million worth of drainage and pumping projects were being rushed to completion for June, ordinarily the start of the monsoons here.CloudsMarcos said a Philippine Air Force €47 airplane spread sodium chloride in clouds east of the city to try to cut the record rainfall, but the storm still dropped more than 16 inches onto the Manila area in less than 24 hours.He said the seeding showed some signs of working, though, as the downpour slackenedThursday night. The plane was scheduled to go up again early Friday.Weather service officials said Typhoon Olga was moving west northwest, toward northern Quezon Province at about 8 miles per hour. Storm signals were raised in several provinces in the path of the storm, indicating Olga’s winds were still above 6U miles per hour.Marcos declared a state of emergency in the Manila area and five provinces on the main island of Luzon after meeting with relief and rescue officials.
