Journal.She asked the President the question many of us •wanted to know, “Is there likely to be a declaration of war ... I haven’t been able to sleep worrying about this.”To which the President repl id in the negative, explaining that war declarations are subject to treaty agreements with 21 nations.Miss McNeill was a teacher for 46 years at Dunbar High in D.C.
