Channel 8 Seeking Im nroved F acilitiesAn application has been filedwith the Noncommercial Educational Broadcasting Facilities Program of the U.S. Office of Education for a grant that will enable the University of Southern Colorado to improve the technical facilities of KTSC-Channel 8, the noncommercial educational television station licensed to that iinstitution.The request placed before the Facilities program is for funds to accomplish the following:1. Install repeater transmitters (translators) in Colorado Springs and Manitou Springs to overcome reception problems that arise out of the mountainous terrain in that area. It is estimated that an additional 95,-000 people in the KTSC service area will have new or improved reception when these transmitters are in place.2. Provide remote control capability for the KTSC main transmitter on Baculite Mesa near Pueblo. More reliable operation will result, and technical manpower can be re-deployed for other much - needed work.3. Provide new studio equipment (i.e. videotape recorder,•production switcher, film projector system, mobile productionfacilities) that will enable KTSC to improve and expand its local production capability.The total cost of the project is $267,855. Of that amount the university must provide a local matching amount of $66,964. For every $1 cf local funds, the Facilities Program provides $3. A campaign to raise the needed $67,000 will be initiated immediately by KTSC.It is expected that the Facilities Program will announce grant awards by mid-summer and that recipients will be ableto activate projects commencing in the fall.KTSC has been in operation since 1971, serving all of southern Colorado, including principal city coverage of Pueblo and Colorado Springs. The station broadcasts to some half-million people, (approximately 19 per cent of the state’s population) 52 weeks a year, providing an average of 81 hours per week of television service in direct instruction, cultural and public affairs, children’s programs and general family enrichment. The direct instruction portion of the KTSC Service is supported by the university and the public schools in the area. The general service is supported by Corporation for Public Broadcasting grants, and the audience in the form of subscriptions, grants from foundations and business and industry, and various fundraising events such as an an-ual televised auction.
