WASHINGTON (UPD — Federal Communications Commission examiners recommended todav re-jection of a petition by Wrather-Alvarez Broadcasting, Inc., for more time to build TV station KYAT on Channel 13 at Yuma.Wrather - Alvarez received a construction permit on Jan. 25, 19;6. It has been granted a number of time extensions to get construction underway.In today’s action, examiners James D. Cunningham and Herbert Sharfman concluded that the firm does not intend to build at ’ Yuma.Wrathcr-Alvarez has asked permission to shift Channel 13 from Yuma to El Centro, Calif., a proposal still pending.The examiners said the company seems to have “engaged in holding operations.-' designed not I to promote construction in Yuma but to move the channel “to a more attractive location.”I The company had asked for a 90-dav extension. If the full commission upholds the examiners'recommendation, the Wrat her- Alvarez construction permit would be canceled.
