New TV station approvedA new, non-commmercial television station is expected to start broadcasting in the Valley this year.The Federal Communications Commission (FCC) Tuesday officially announced approval for the transfer of the license from the Texas Consumer Education Communications Development Comit-tee Inc. to Rio Grande Valley Educational Broadcasting Inc.The FCC actually granted the transfer Dec. 22, but it only became official upon publication, the company’s attorney David Garza said.The broadcasting company now will institute plans for construction of the broadcast facility in the Harlingen area and acquisition of equipment, Garza said. Though unsure how long that process will take, he voiced an expectation that the new station will sign on during this calendar year.Garza said there were no setbacks or known opposition duringthe period since RGV applied on Oct. 19 Only minor adjustments were made in the application for the station that plans to carry PBS and local programming, Garza said.The South Texas group had operated PBS outlet KZLN-TV from May 5, 1982, until July 13. 1983, when monetary and management problems caused its shutdownWhile no decision has been made on whether to retain the KZLN call letters, Garza said he assumes the new station will use the same channel number of 60.When the new station signs on, it again will allow non-cabled households to pick up the signal; Valley cable TV firm Heritage Cablevision began offering KEDT-TV, Corpus Christi, last July.Heritage's general manager, Neil Haman, said his company will add the new station — if law dictates it must be carried — on Channel 11, retaining KEDT on 9.— Brad Farb
