By BOB BERGCourier staff writerA radio-station manager from Mississippi says he plans to build a commercial television station in Ottumwa.The Federal Communications Commission last year granted a construction permit for a new Channel 15 in Ottumwa to Haynes Communications Co. of Jackson, Miss. The station’s call letters would be KOIA-TV.The Haynes company is owned by Carl Haynes, who is the manager at WJMI-FM radio in Jackson.In a telephone interview, Haynes said he has no target date for building the antenna tower or opening the station.The Ottumwa station “is on the back-buraer right now,” he explained, because of other projects he’s working on He also owns television construction permits in Kansas, Louisiana and New Mexico.Haynes said it appeared the commercial networks would not agree to provide programming for the new station, so he will probably make Channel 15 an independent station similar to WGN-TV in Chicago.He said he picked Ottumwa for a new station because “there’s not much service there. There's one station. And it seems to be a pretty decent area.”His plans call for a staff of about 20 people, he said. But in his application to the FCC, he proposed having fewer than five full-time employees. That application also showed that Haynes proposed building a 406-foot antenna tower some bVz miles south of Ottumwa.The permit is for a station of 5,000 kilowatts on UHF Channel 15. The station’s signal, Haynes said, should carry 60 to 70 miles.Haynes was vague about the specifics of starting the station, saying it’s too soon to say when work will begin.A spokesman for the FCC noted that Haynes will have 18 months, from the time the application was granted in November, to build the station. Extensions may be requested if delays happen for reasons the permit holder can’t control, such as needed zoning changes.Haynes’ application to the FCC states that he also owns permits in Salina, Kan., and Alexandria, La.; and that he has applied for station permits for Socorro, N.M., and Duluth.
