Recommendation That Facilities Be Improved at*$outh Atlantic and Gulf Porta.New York, Dec. 9 —The Immigration conference of the National Civic Fed; ©ration adopted resolutions 'advising radical changes, in the present immigration laws, including a recommendation that tho faculties of South Atlantic and Gulf ports for handling immigrants be improved so that immi-1 grant steamers wil regularly unload at those ports, thereby better distrib- j uting immigrants over the South and West. The government was asked to provide methods of Investigation of foreign immigrants In their home countries so as to avoid the hardship of deportation.President Roosevelt's annual message, in so far as it concerned immi-1 gration laws, was Indorsed. It was, asked that the present Immigration laws be amended by placing in the excluded classes feeble-minded persons and imbeciles, by carefully defining! the term “persons likely to become public charges,’* so as to permit the exclusion of those persons of perma* nently enfeebled vitality; by making provision so that the alt* and space allotted on the main deck to each person In ships carrying immigrants be not less than 200 cubic feet, instead of 110 cubic feet, and the service of food at tables witty seats Jn compartments not used for sleeping.
