Miss Watson, Mrs. Marr to be honoredNEW YORK - Miss Bar-bara. M. Watson, Administrator of the Bureau of Security and Consular Affairs of the U.S. Department of State, and Mrs. Carmel Carrington Marr, member of the New York State Human Rights Appeal Board, will be honored at the eleventh annual scholarship luncheon of the American Caribbean Scholarship Fund, Inc., on Sunday, April 27th at 1 p.m., at ’ the Waldorf Astoria.The two distinguished women leaders will be presented with the Fund’s 1969 awards for distinguished service at the luncheon where the guest speaker will be the Hon. Errol W. Barrow, Prime Minister of Barbados, West Indies.Mrs. Hope R. Stevens is luncheon chairman with Mrs. Nixcola Ramsay as co-chairman. Mrs. Richard Webb will serve as mistress of ceremonies at the luncheon.Proceeds from the annual affair go to aid in providing scholarships for deserving students at The University of the West Indies in King--fitoftr-Jamaioa,--The American Caribbean Scholarship Fund, Inc., was established 11 years ago to foster closer relations between the peoples of the United States and the Caribbean areas and to develop a program of aid to deserving and needy students.The Fund also assists students in secondary schools in other Caribbean nations.Officers of the Fund are,Shelby County Democratic Club.“All., of the women are outstanding in so many fields,” said Mrs. Richard L. Duvall, who was in charge of receiving the nominations. “There was amixture of race, age andspecialties.”The other candidates, presented scrolls for out-standing performance in local and national affairs, were Mrs. Lawrence Coe, Mrs..
