Wednesday, January 4, 1978Jm'irprtihrnt-Jfuurttal. ^21B59 seeking seats on March ballotFifty-nine council candidates — fifteen incumbent city councilmen and 44 challengers — will be on the March 7 municipal election ballots in Marin and Southern Sonoma cities.The close of candidate filings Tuesday noon assured contests in 10 cities but not in Larkspur or Belvedere, where only incumbent councilmen filed The competition will be heaviest in Fairfax, where three incumbents and five challengers will vie for the three seats open.There also will be ballot measures for voters to decide in Corte Madera. Cotati. Ross and Tiburon.Measure A will decide whether Corte Madera withdraws from Flood Control Zone 9, which serves the lower Ross Valley.Measure B deals with Tiburon proposals to convert the idle old Tiburon School to a few low-rent apartments for senior citizens.Measures C and D are the result of a Ross citizens' initiative petition to set enrollment limits on the private Katherine Branson and Mount Tamalpais schools. Measure C would lower the enrollment to 264 students; Measure D would leave the maximum at the present 320-student total.Cotati voters also will ballot on an initiative measure designed to impose rent control on the city's landlords — a plan strongly opposed by the City Council.The original deadline for council candidates was last Thursday, but state law extended the filing penod to Tuesday noon in the seven cities where not all the incumbents had filed for re-election.In the five cities where filings closed last week, the ballots will feature:Belvedere — The terms of Stuart C. Cullen and Charles E. Auerbach are expiring; both have filed for re-election. There are no other candidates.Fairfax — The terms of Frank J Egger. Randall L. Garrison and Priscilla Gray are expiring; all have filed for re-election. Glenn Meagher. Robert R. Souza. Francis J. O'Connell. JoHanna Willmann and Douglas Moreburg have filed.Larkspur — The terms of Alfred Malvino and Charles Curley are expiring; both have filed for re-election. There are no other candidates.Ross — The terms of Roy Fanng-ton Jones and Frederick S Allen are expiring; Allen has filed for re-election. Richard Julien Jr., Peter Brekhus. Holiday Tuttle and Arlene Linder have filed.Cotati — The terms of Mayor Allan C. Stansburg and Councilman Jack Barker are expiring; both have filed for re-election. Other candidates are Eve Kitchen and Martin A. Moreno.The extended filing period produced the following results, by city;Corte Madera — The terms of Larry P. Weingarth, Jana Haehl and Joel A. Shawn are expiring, and Weingarth and Mrs. Haehl have filed for re election. Other candidates are Marta Sullivan and Frank BigleyMill Valley — The terms of Ivan S. Poutiatine and Jean S. Barnard are expiring; neither has filed for re-election Candidates are William Devlin. Douglas Binderup. Marc O'Hara. Joan Boessenecker and William HallNovato — The terms of Mayor David E. Milano and Councilwoman Gail Wilhelm are expiring; neither is seeking re-election Seven candi dates have filed: Ernest J. Gray, Vernon F. Smith, Frank U’Ren. Robert Eddy. Phil Coady, Betty Machado and Henry W. Behr.Rohnert Park — The terms of David L. Eck and Arthur F. Hollingsworth Jr. are expiring; Hollingsworth has filed for re-election Other candidates are Anthony Carbone, Theodore J. Lehman Jr., Patricia Sawka, Frank Collins. Robert Dc Wan and Mary StewartSan Anselmo — The terms of lieter Toal. Woodrow V. Capurro and John H. Colteaux arc expiring; Toal and Capurro have filed for re-election. Daniel Goltz and Merrill Con-vis.Sausalito — The terms of Wayne Bonnett and Violeta Autumn are expiring, neither is seeking re-election Candidates are Peter Van Meter, Richard Critchlow and Fritz WarrenTiburon — The terms of E.
