Chief Jen-nlngs Thursday detailed eight police-men In plain clothe* to do duty In the night houra, keeping a lookout for Jack the Ripper and other criminals and law-breakers. Coincident with this detail, all of the detective* who have been doing duty at night, with the exception or two, have been changed to the day watch. Detectives Black and Harper will be on duty at night, but all other detectives will be on day work.The special plain clothes detail will go on duty at 7 o’clock at night and continue on duty until morning. These Plain clothes officers will work In different sections of the city, wherever It Is thought that they can fumlah the greatest aid In preventing crime.The police department Is handlcap-nouped, seriously so, by Its small slse, but even If we had more men, wc could not stop crime. The police are doing the best they can under the circumstances. If wo had a policeman on every block In the city It would still be possible for murder and theft to be committed.Chief Jennings Thursday morning thus expressed himself In regard to the public censure of the police department growing out of the series of Jack the Ripper and other crimes.4n the course of his remarks, the chief cited the celebrated Jack the Ripper sensation In London a number of years ago that attracted tho attention of the world.The English -Ripper.*With the London police force and Scotland yards, the finest detective organisation in the world on the scene, ■aid the chief, It was fully two years before the London 'Jock the Ripper* was run to earth. And he was even bolder than this Atlanta murderer, for he claimed a victim almost every nlghL white women, and the murders all occurred In the same section of the city. In this Instance tho crimes have been icattered over the city, mainly In tho outskirts, where we are unable to provide adequate police protection.And another thing. The police can't to out and pick up a criminal like this n the spur of the moment. Those who hlnk this can be done would gain a IIITerent view If they should only try slicing a little while and try to clear ip a mystery such as this. In every In-itancs where one of these murders has een done, the murderer has not left he slightest clew. In several Instances t was several days before the victim vas even Identified, which, of course, lertoualy delayed the Investigation. bVlth absolutely no clew on which to lork It Is a difficult matter to land he slayer and get sufficient evidence o convict.We are doing the best we can, and kill continue to do so.
