Thomas M, England, one of the few surviving heroes of thebattle against the deadly yellow fever In the dawn of the present century, retired from active service today after 40 years In the army.But the name of this man who risked his life for science and humanity will not go unsung. His name was inscribed on the permanent honor roll of the army by direction of the secretary of war In 1929.Capt. England's last poat was In the medical administrative corps ae Governors island, N. Y.Capt. England began his military career a a an ordinary private. Destiny made him a hero. He was ward master of the typhoid ward at Columbia barracks, near Havana, Cuba, in 1900 when MaJ. Walter Reed arrived with the yellow fever board of medical officers to delve into the mysteries ’of the dread “yenowjack.'*Volunteered for ExperimentsThe investigators set out to learn whether or not yellow* fever could be transmitted to humans by any other means than the bite of a mosquito. The call went out for volunteers. Among those responded under the stringent ruki ox- the Hatch “clean politics” act;-;:'v The measure provided broad cdn* trol over the political activity of. federal employes and^those state workers who are paid in whole or in part from federal funds. These cm-ployes, with the exception of policymaking officials, were prohibited from campaigning or .soliciting funds for their party. They could -make voluntary contributions to the party, however.In return, the employes vtore guaranteed protection against attempts at coercion or intimidation by their superior#.Expenditures by the national political parties during the campaign were limited to $3,000,000 each by the Hatch act. Some dispute arosein connection with this provision, with contentions that the limitation did not apply to all expenditures made by state adjuncts of the national committees of the parties* This point remains to be aettled* possibly by future legislation,Persons or firms doing business with the federal government -Were prohibited from contributing to political parties. Penalties also were provided for candidates or parties found soliciting auch sources for funds.Protects Relief WorkersWorkers on relief projects were provided extensive protection from political coercion. The measure provided penalties for persons convicted of soliciting funds, disclosing lists of names of persons receiving relief money, and for attempting to interfere with or restrain a worker in the exercise of his right to vote.Prohibitions against offering jobs In return for votes also were provided.Attorney General Robert H. Jackson has taken steps for enforcement of the act. He appointed Maurice M. Milligan, United States attorney for the western district of Missouri. as a special assistant to direct investigations of alleged abuses.Milligan was the prosecutor in election fraud and income tax cases which led to the imprisonment of Thomas A. Pendergaat,
