The governor, with other guests, will lead the fleet of pleasure craft out into Hampton Roads to meet the incoming vessels bearing the Virginia troops. The governor will later return to Newport News, where he will head the reception committee and afterwards review the troops. The executive will ldter return to Richmond, where, with his full staff, he will be chief reviewing officer at the time of ,the big parade and reception of the fighters.
